Announcement for the Solicitation of Mascot Design Proposals
河北省园林博览会是河北园林⾏业⾼⽔平的博览盛会,也是全省园林系统和花卉、盆景、赏⽯等⽅⾯的⾏业盛会,是推动承办城市经济社会发展的重要引擎。河北省第⼋届园林博览会将于2025年在保定市举办,办会主题为“蓝绿交融 品质保定”。
The Garden Exposition of Hebei Province is ahigh-level exposition of the garden industryin the province, an industry event for thegarden system and the flowering plant,bonsai, stone appreciation and otherrelevant sectors in the province, and animportant engine to promote the economicand social development of the host city. In2025, the 8th Garden Exposition of HebeiProvince will be held in Baoding under thetheme of “Quality Baoding Blending Blueand Green”.
为⾼质量办好河北省第⼋届(保定)园林博览会,展现保定丰富的⽂化底蕴和城市精神,进⼀步扩⼤园博会宣传⼒度,提升省第⼋届园博会知名度、美誉度和影响⼒,现对河北省第⼋届(保定)园林博览会吉祥物设计⽅案进行公开征集,旨在甄选出⼀批具有“国际影响、中国元素、保定特⾊”的吉祥物作品⽅案,为河北省第⼋届(保定)园林博览会建设提供⾼质量、兼具前瞻性和创新性、可操作性的吉祥物作品形象。活动实施细则公告如下:
To ensure the high-quality organization ofthe 8th (Baoding) Garden Expo of HebeiProvince, to showcase Baoding’s richcultural heritage and city spirit, to furtherboost the Expo’s publicity, and to enhanceits brand, reputation, and influence. It isaimed to select a string of mascot designproposals that embody “InternationalImpact, Chinese Elements, and BaodingFeatures,” providing high-quality, visionary,innovative, and practical mascot designs forthe promotion of the 8th (Baoding) GardenExpo of Hebei Province. The detailedimplementation rules of the activity are asfollows:
01 征集内容 Content of Solicitation

02 征集时间 Time Period of Solicitation
本次征集活动⾃2024年3⽉1⽇开始,于2024年4⽉15⽇截⽌。逾期投稿的应征作品,主办⽅将不予接收。
This solicitation activity will start from March1, 2024 and end on April 15, 2024.Submissions received after the deadline willnot be accepted by the organizer.
03 创作要求 Design Requirements
(⼀)吉祥物形象要具有突出的国际影响、中国⻛格、保定特⾊。紧扣“蓝绿交融品质保定”的园博园办会主题,贯彻“五个保定创新保定、智造保定、⼭⽔保定、⼈才保定、⽂化保定”的城市发展战略。突出保定历史⽂化名城、戏曲之乡、奥运冠军之城的⽂化特⾊,通过吉祥物的创作来塑造⼀张“保定品质⽣活之城”的城市名片。
The mascot image should have a prominentinternational impact and be imbued withChinese style and Baoding features. It shouldclosely follow the theme of the Garden Expo“Quality Baoding Blending Blue and Green”and implement the city development strategyof “Five Baoding, namely, InnovativeBaoding, Smart Manufacturing Baoding,Mountain &Water Baoding, Talent Baoding,Culture Baoding.” The mascot shouldhighlight Baoding’s cultural traits as ahistoric city known for its culture, opera, andas a city of Olympic champions, using thedesign of the mascot to shape the city’simage as “Baoding, City of Quality Life”.
(二)应征作品要积极向上,健康阳光,不得违反国家法律法规及公序良俗。
Proposal submissions should be positive,healthy, and optimistic, and must not violatenational laws, regulations, public order, orgood customs.
(三)吉祥物所有稿件必须为完整稿,不接受草稿。
All mascot submissions must be completeworks; drafts will not be accepted.
(四)吉祥物作品要求:Mascot Creation Requirements:
1.吉祥物应征作品必须为原创作品,且未在公开刊物和⽹站公开发表,不存在版权争议和其他任何纠纷。
The mascot submissions must be original,and have not been published in publicjournals or websites. There is no disputeconcerning copyright or any other kind.
2.吉祥物应征作品设计稿须提供彩色标准图、制作比例图、三视图、作品说明等。
Mascot design proposals must come withcolored standard drawings, scale drawings,three-view drawings, and explanations of thework.
3.吉祥物应征作品造型形象设计可以抽象,也可以具象,构思新颖,形象鲜活,具有较强的亲和⼒、艺术性和⽴体感,体现园博会主题,突出保定的地域⽂化特⾊。吉祥物名称应符合其寓意象征,便于记忆,易于传播。作品要适⽤于平⾯⼴告、电⼦媒介和模型制作等再传播和再创作。
Mascot designs can be either abstract orconcrete, with novel concept and vividimage, with strong affinity, artistic and threedimensional effects, reflecting the theme ofthe Expo and highlighting the regionalcultural characteristics of Baoding. Themascot name should be symbolic, easy toremember and spread. The work should besuitable for use in print advertising,electronic media, and model fabrication forfurther dissemination and creative purposes.
4.吉祥物应征作品起名要得体、易记、⽆歧义;作品可由单幅图稿表现,也可由不同情境、姿态的多幅图稿组成;可由单个形象表现,也可由多个形象组成,原则上不超过两个独⽴形象。
The naming of the mascot should beappropriate, catchy, and unambiguous. Thework can be represented by a single image ora series of images in different contexts andposes. It can consist of a single character ormultiple characters, but in general no morethan two distinct characters.
5.吉祥物应征作品需要满⾜强标志性的特点,可制造媒体热点,有利于宣发推⼴。
Mascot submissions should be primarilyiconic, capable of triggering media buzz andconducive to promotional dissemination.
6.吉祥物应征作品提供JPG格式电⼦稿(包含RGB彩⾊稿和⿊⽩稿、图案控制在2383×1683像素以内,⾊彩模式须为RGB⾊,⼤⼩控制在10M以下,图⽚分辨率应在300dpi以上),同步提交对应⽮量图,注明标识规范说明(配⾊标准、标准字体、⽐例、辅助图形等)A1尺⼨模板(点击下载);应征作品提交时应使⽤统⼀;同时,请设计者保留⾼精度的设计原图,以便⼊选后提供给主办⽅。
Mascot submissions should be provided inJPG format electronic files (including bothRGB color version and black & white version,with the image size within 2383*1683 pixels.The color mode must be RGB, file size shouldbe under 10MB, and image resolution shouldbe above 300dpi.) Corresponding vectorgraphics should be submittedsimultaneously, along with specifications(color standards, standard fonts,proportions, auxiliary graphics, etc.).Submissions should use a unified A1 sizetemplate (Please download the templateattached to the end of the document).Meanwhile, designers should keep highresolution original drawings for provision tothe organizer if selected.
04 征稿细则 Solicitation Details
(⼀)征集对象 Target Participants
全球各地的专业设计机构、独⽴设计师、⼯作室、各⼤院校设计专业学⽣、设计爱好者等,可以个⼈、组织或者团体名义参与,每组成员不超过3⼈;院校和机构组织集体报名的每个作品可设1名指导⽼师。
The call is open to professional designagencies, independent designers, studios,design students from major universities andcolleges, and design enthusiasts worldwide.Participation can be in the name ofindividuals, organizations, or teams, witheach team consisting of no more than threemembers. For group entries fromuniversities, colleges or institutions, eachsubmission can have one appointed mentor.
(⼆)资料提供 Required documents
应征团队(个人)应提供《报名表》《承诺函》《应征作品》三项资料,缺少或不符合要求的视作无效稿件。
The participants must submit the ApplicationForm, Letter of Commitment and othermaterials as required. Submissions lackingthese or not meeting the requirements in thisrespect will be considered invalid.
(三)投稿⽅式 Submission Method
应征团队(个人)须于2024年4月15日前,将报名表、承诺函(签字或盖章)及应征作品三项材料打包发送至邮箱:baoding_idic@163.com,电⼦邮件和压缩包标题均为:“吉祥物+应征者姓名+应征作品名称”。
Electronic versions of the submissions shouldbe sent to the email address:baoding_idic@163.com. The subject of theemail and the title of the compressed fileshould be: “Mascot + Name of Applicant +Name of Submission.”
(四)报名信息 Application Information
应征团队(个人)要在《报名表及承诺函》(点击下载)上真实填写每项内容,信息填写不全、不真实或未作说明者视为⽆效作品。
Applicants must accurately and completelyfill out each item on the Application Form.Submissions with incomplete, inaccurate, orunexplained information will be consideredinvalid.
05 评选办法 Selection Process
(⼀)初评 Preliminary Evaluation
作品提交截⽌后,初审专家对投送的作品进⾏初步审核,选出初审作品进⼊⽹络投票环节。
After the submission deadline, professionalswill be engaged to conduct preliminaryreview of all the entries, and works standingout in this round will enter the online votingprocess.
(⼆)网络投票 Online Voting
将于专⽤指定⽹站上发起⽹络投票,评选⽹络⼈⽓奖。
Online voting will be initiated on adesignated website to select the “InternetPopular Award”.
(三)终评 Final Evaluation
根据初审作品排名及⽹投排名加权,筛选符合要求的作品进入终审环节。由终审评委评选产⽣“一、二、三等奖”、“⼊围奖”、“优秀指导教师奖”等。
Based on the rankings from the preliminaryevaluation and weighted online voting works that meet the requirements will be selected for the final round of evaluation. The final jury will then determine the winners of the “First, Second and Third Award”, “Finalist Award”, and “Outstanding Mentor Award”.
06 奖项和奖励 Awards & Rewards
⼀等奖1组,奖⾦10000元⼈⺠币/组
⼆等奖2组,奖⾦3000元⼈⺠币/组
三等奖3组,奖⾦1000元⼈⺠币/组
⼊围奖、优秀指导教师奖、⽹络⼈⽓奖若⼲,发放相应荣誉证书
First Prize: 1 group, prize money RMB10,000/group
Second Prize: 2 groups, prize money RMB3,000/group
Third Prize: 3 groups, prize moneyRMB1000/group
A number of finalist awards, excellent teacherawards and internet popularity awards, withcorresponding certificates of honour.
备注:为获奖者颁发荣誉证书和奖⾦(税前);应征组织或个⼈在应征过程中产⽣的⼀切费⽤⾃理。获得一等奖的设计者须根据主办方要求进行深化工作。
Note: Winners will be awarded Certificates ofHonor and prize money (including tax) . Allexpenses incurred by participatingorganizations or individuals during thesubmission process shall fall on themselves.The designer who wins the First Award must carry out the deepening work according to the requirements of the organizer.
07 特别声明 Special Statements
(⼀)本次活动不收费,不退稿,应征者须⾃留底稿。
Participation in this activity is free of chargeand submissions will not be returned.Participants must retain their own copies ofthe submissions.
(⼆)设计稿件中不能出现任何与应征⼈相关的信息。
The design entries must not contain anyinformation related to the participants.
(三)参加征集设计者需对终选⽅案进⾏深化设计。
The designers participating in the solicitationto further refine their final proposed designs.
(四)投稿者应保证作品为原创,拥有独⽴、完整、⽆歧义的著作权。凡存在著作权问题等不符合征稿要求的作品,⼀切法律责任均由投稿者本⼈承担,主办⽅有权取消其参评资格、收回作品稿酬,同时保留追究法律责任的权利。
Entrants must ensure that their works areoriginal and have independent, complete,and unambiguous copyright ownership. Anysubmission that fails to meet theserequirements and raises copyright issues, thelegal responsibility shall lie solely with theentrant. The organizer reserves the right todisqualify the participant, reclaim anyremuneration paid for the work, and retainthe right to pursue legal action.
(五)主办⽅指定邮箱为吉祥物征集平台、园博会官⽹吉祥物⼤赛专区为指定公⽰平台。
The designated email address provided bythe organizer serves as the platform formascot submissions, and the mascot designcompetition section on the official GardenExpo website is the designated publicannouncement platform.
(六)应征作品权属,所有⼊选作品的著作权归本次吉祥物⽅案征集活动主办⽅所有;作者在任何情况下均不得⾃⾏或授权其他组织和个⼈发布或者发表⼊选作品。
Ownership of Submissions: The copyright ofall selected works belongs to the organizer ofthis mascot design solicitation activity. Underno circumstances may the authorindependently publish or authorize otherorganizations or individuals to publish ordistribute the selected works.
(七)凡投稿作者均视为同意并遵守该规则,本次征集活动本⾝及相关⽂件的最终解释权归本次吉祥物⽅案征集活动主办⽅所有。
All entrants are deemed to agree to andabide by the above-mentioned rules. Thefinal interpretation right of this solicitationactivity and its related documents belongsexclusively to the organizer of this mascotdesign solicitation activity.
